Deloitte Consulting LLP (“Deloitte”) is one of the world's leading management consulting firms and it has a thriving global international development practice. Deloitte seeks a Chief of Party for the anticipated USAID-funded Malawi Local Government Accountability and Performance (LGAP). The objective of LGAP is to assist the GoM improve local government performance and transparency, increase citizen engagement and oversight for accountable and responsive government, and to strengthen the policy and systems enabling environment for decentralization. This project helps to support improved democratic accountability, local government capacity, and public service delivery. The project will manage and administer sub-awards aimed to build local capacity and the project will also coordinate activities with government, NGO, and private sector organizations that have a stake in decentralization and local government in Malawi.

****Position Responsibilities:****

  • Serve as the project’s representative with USAID, host government institutions at both national and subnational level, local partners, CSOs, and other local stakeholders.
  • Provide programmatic and administrative leadership to the project.
  • Oversee project strategic planning, work plan preparations, implementation and performance monitoring and evaluation.
  • Direct, manage and supervise field office staff and field office operations in accordance with USAID regulations.
  • Ensure high-quality programming through technical guidance and support that is grounded in the program’s strategic objectives and adheres to expected technical quality and reporting requirements.

****Qualifications:****

  • Ten years of management experience, either as Chief of Party, Deputy Chief of Party, or comparable role, preferably with USAID-funded projects.
  • Master’s degree in field relevant to activity objectives or Bachelor’s degree and fifteen years of experience in donor-funded project management.
  • Strong communications and interpersonal skills with evidence of ability to productively interact with a wide range and different levels of organizations (government, private sector, NGOs, research institutions).
  • Experience in one or more of the following areas is strongly preferred: Local government performance and transparency, increasing citizen engagement for responsive government, institutional capacity building of government and non-government actors, relationship building and negotiation with host government representatives, integrating governance and service delivery activities.
  • Demonstrated leadership and management skills, with strong interpersonal, written and oral communication skills.
  • Experience working in Malawi and/or the region particularly with the district levels of government
  • Fluency in English.
